The 2022 Explosives Incident Report (EIR) is an informational product prepared by the United States Bomb Data Center (USBDC) in collaboration with Cybersecurity and Infrastructure Security Agency (CISA), Office for Bombing Prevention (OBP), using incident data reported in the Bomb Arson Tracking System (BATS) and open-source information through the Technical Resource for Incident Prevention (TRIPwire).

CISA Tabletop Exercise Packages (CTEPs) are a comprehensive set of resources designed to assist stakeholders in conducting their own exercises. Partners can use CTEPs to initiate discussions within their organizations about their ability to address a variety of threat scenarios to include IED threats.

This resource is provided to inform law enforcement, terrorism prevention practitioners, other first responders, community leaders, as well as the general public about both threats of violence and contextual behaviors that suggest an individual is mobilizing to violence. The indicators included in this booklet are intended to aid law enforcement and first responder investigative and detection efforts, not to be a substitute for their expertise and experience.

The catalogue is a resource for both TRIPwire subscribers and for CISA employees attending outreach engagements

The Guide is designed to help stakeholders take proactive steps to enhance their security and resilience for a range of threats, including IED incidents, by providing guidance and resources consistent with broader all-hazards preparedness and risk management principles.
