Maryland: VOIED Injures 1 at Residence

On 30 October 2020, at approximately 1730 hours local time, officers from the Carroll County Sheriff's Office, the ATF, and Maryland State Police and Bomb Squad personnel responded to a victim-operated IED (VOIED) attack at a Manchester residence. A 28-year-old man opened the VOIED—a package that was hand-delivered to the residence—which detonated, injuring him and damaging the home. The victim was transported to the hospital with non-life-threatening injuries. Officials believe the man was targeted, but they have not released further device details. Police searched for other explosive devices in the neighborhood and cleared the area. The investigation is ongoing.
