On 8 September 2021, at approximately 1330 hours local time, Middletown Borough Police Department (MBPD) officers and Homeland Security Investigations discovered a clandestine explosives laboratory and explosive material, which included PETN, picric acid, ammonium nitrate, and nickel hydrazine nitrate, during a search of a home in Middletown after the resident admitted to DHS he was in possession of the material. DHS originally contacted the suspect after he received numerous packages that included glassware and other items related to a clandestine laboratory. The Pennsylvania State Police Explosive Unit responded to the scene to assist, and the Reading Police Bomb Squad brought a total containment vessel (TCV) to the scene to dispose of the explosive material. A 44-year-old male suspect was arrested and has been charged with unlawful possession or manufacturing of weapons of mass destruction, risking catastrophe, and recklessly endangering another person. The suspect had two convictions for making terroristic threats in 2005 and 2010, respectively. Numerous agencies assisted with the incident, including the FBI, ATF, Dauphin County Sheriff’s Office K9 Unit, Penn State Harrisburg Police, Harrisburg International Airport Police, Dauphin County Public Safety, South Central EMS, Allentown Police Department, Lower Swatara Police Department, Derry Township Police Department, Middletown Volunteer Fire Department, Londonderry Township Fire Police, and the Highspire, Lower Swatara Township, Derry Township, and Steelton borough agencies. On 8 September 2021, the Gallatin County Sheriff’s Office Search and Rescue discovered an IED, described as a pipe bomb, in the Jefferson River while conducting training at the Williams’ Bridge Fishing Access Site. Game wardens from Montana Fish, Wildlife, and Parks responded to the scene and closed the Williams’ Bridge Fishing Access Site and the Sappington Bridge Fishing Access Site. Explosive Ordnance Disposal technicians from Malmstrom Air Force Base responded to the scene and disposed of the device. The investigation is ongoing.

On 26 August 2021, local authorities responded to a residence in Rouffach after a receiving a call from a Colmar apprenticeship training center claiming that a 26-year-old student had boasted that he had manufactured IEDs and planned to use them against public buildings. During a search of the suspect’s parents’ residence, authorities discovered four IEDs, three of which were viable; uranium oxide powder; and an undisclosed radioactive mineral radiating at 2,500 becquerels. A subsequent search of the suspect’s studio apartment, also located in Rouffach, found Nazi memorabilia and a complete Ku Klux Klan outfit. During an interview, the suspect claimed he had bought many of the explosive components online and had learned how to manufacture the explosives using tutorials. The suspect also admitted to making two of the IEDs but claimed that he wanted to function them in field or neutral place to celebrate the new year. According to authorities, the suspect, who suffers from psychiatric disorders, has been taken into custody. The investigation is ongoing.

The Hindley fire station responded to assist and quickly extinguished the fire. The driver and passenger seats were destroyed and there was heat and smoke damage to the tools and equipment in the rear of the van. The investigation is ongoing.

On 6 September 2021, at approximately 2130 hours local time, Akron Police Department (APD) officers conducting a welfare check at an apartment in the Wallhaven neighborhood found a hand grenade while searching the residence. APD officers evacuated several surrounding apartments and called the Summit County Bomb Squad to assist. Bomb squad technicians examined the device, determined it was “inactive,” and removed it. APD officers noted signs of a break-in at the apartment as the front door was ajar, a back window was broken, and the unit had been ransacked. The apartment’s resident, who had not been seen in over a week, was later located safe in Medina County. The burglary investigation is ongoing.

On 6 September 2021, a German military member discovered bomb-making material (BMM) while conducting an open bag search during a pre-flight screening of a male Afghan refugee who was departing Ramstein Air Base for the United States. Authorities described the BMM as five blasting caps, one igniter, detonating cord, and shock tube. An Explosives Ordnance Disposal team responded to assist and removed the material from the hangar. The suspect, who was a contractor for the United States, was detained and moved to a “red” travel list. Authorities believe the materials were related to his work and not terrorism. On 6 September 2021, at approximately 0420 hours local time, an unmanned aircraft system (UAS) launched by pro-Russian forces dropped two IEDs on the outskirts of the village of Zaitsevo in the Donetsk Region. Only one of the IEDs functioned, and no injuries or damages were reported. According to authorities, the two IEDs were manufactured on a 3D printer, each contained 500 grams [~1.1 lb] of plastic explosive, and both were equipped with special cartridges containing steel ball bearings measuring 6 mm in diameter for fragmentation. According to authorities, this is the fifth incident involving pro-Russian forces using UASs in the past week. The investigation is ongoing.
