On 30 August 2021, the U.S. Attorney’s Office (USAO) for the Central District of California released new details regarding the 30 June 2021 incident in a South Los Angeles neighborhood in which a total containment vessel (TCV) and the response vehicle to which it was attached were destroyed during the disposal of 8 to 12 lb of IEDs described as homemade pyrotechnics. Los Angeles Police Department (LAPD) officers responding to a tip about pyrotechnics being stored in the backyard of a 26-year-old man’s residence discovered 32,000 lb of commercial pyrotechnics on the property, and a search of the home turned up more than 140 homemade pyrotechnics constructed of cardboard paper and hobby fuse and packed with flash powder, as well as unspecified bomb-making material (BMM). The LAPD Bomb Squad determined the homemade pyrotechnics were not safe for transport and was carrying out disposal procedures inside the TCV when the detonation overcame the vessel, destroying the TCV and response vehicle; injuring 17 people, including 9 LAPD officers, 1 ATF agent, and 7 civilians; and damaging nearby homes and property. The LAPD arrested the 26-year-old male suspect, who pleaded guilty to a single count of transportation of explosives without a license. The suspect transported the explosives from out of state using rental vans and was planning on reselling them for the 4th of July weekend. The LAPD, ATF, U.S. Department of Transportation, and Office of Inspector General collaborated on the investigation.
