On 28 October 2017, officers from the Istanbul Police Department (IPD) anti-terrorism unit responded to two vehicle-borne improvised explosive devices (VBIEDs) located in the parking lot of a mall in the Bayrampasa district. Officers were able to locate the VBIEDs following raids on two homes in the Arnavutköy and Esenyurt districts, which occurred on the previous day. Both homes contained bomb making materials believed to be used in recent attacks. The captured bomb making materials included several items, which included hazardous chemicals, metal marbles, nails, a screw, a remote control, electronic circuits, cables, batteries, and additional undisclosed bomb making components. A total of 10 militants were detained in the raids, which included one suspect who was shot in the leg, while attempting to flee. Some of the arrested suspects were purportedly involved in previous Islamic State of Iraq and ash-Sham (ISIS) foreign operations. Police believed that some of the suspects planned to stage terrorist attacks targeting Republic Day celebrations on 29 October 2017. Republic Day is a Turkish National holiday commemorating the 1923 proclamation of the Republic of Turkey. An investigation is underway.

UPDATE Greece: Suspect Arrested for Sending IEDs

On 28 October 2017, Greek authorities arrested a 29 year old man in central Athens on suspicion of sending parcel bombs to high rank European government and finance officials. The suspect allegedly mailed separate parcel bombs to the former Greek Premier Lucas Papademos and the International Monetary Fund’s (IMF) Paris office. The device mailed to the ex-Premier detonated and severely injured Papademos’ torso and thigh in May, while the device sent to the IMF injured one employee in March. When the suspect was apprehended, he was in possession of eight forged ID cards, two guns, ammunition and an improvised explosive device (IED) that contained a timer and gunpowder. Authorities stated that the suspect was transporting the items in three hold-alls, a plastic garbage bag and a fanny pack. The suspect was linked to the urban guerrilla group Conspiracy of the Cells of Fire, which previously claimed responsibility for a parcel bomb sent to German Finance Minister Wolfgang Schaeuble. During that period, eight other parcel bombs that were addressed to various European officials were intercepted by authorities. Media sources reported that the devices contained “gunpowder typically used in firecrackers”. An investigation is ongoing as police search for additional suspects.

On 27 October 2017, four Mexican police officers in the state of San Luis Potosi were injured when a victim operated improvised explosive device (VOIED) detonated at a crime scene. The VOIED was concealed in an ice chest that was placed on the hood of a vehicle. Authorities were alerted to possible human remains inside the vehicle and suspected the ice chest contained the severed head of a woman. The device was allegedly left by the Cartel Del Noreste (CDN) that intended for authorities to trigger the device. A law enforcement source stated that the device contained nails, as a fragmentation enhancement. A butane gas tank, rigged for detonation, was also discovered inside the vehicle.

On 17 October 2017 at 1422 hours local time, Chadron Police Department (CPD) officers executed a search of a home after authorities were notified that a resident was attempting to purchase potassium chloride for bomb making purposes. The bomb making material discovered at the scene included: 17 pressure cookers, assorted wires, a red button, a wire harness, a chemical recipe printout, multiple electronic devices (to include computers, tablets and phones), scales and four boxes of empty M-80 components. Chemicals seized included: 23 pounds of potassium perchlorate, 12 pounds of potassium chloride/chlorate, 20 pounds of ammonium nitrate porous pills, 12 pounds of ammonium perchloride, 5 pounds each of barium sulfate and barium nitrate, 2 pounds of pyrodex propellant, 3 pounds of gilsonite powder, packages of wood charcoal and charcoal mix, smokeless powder, black powder, potassium nitrate and bone meal plant phosphorous. Additionally, several “military-style weapons such as AR-15s, SKSs, and AK-47s” were discovered in the residence. An investigation is ongoing.

On 20 October 2017, the Royal Canadian Mounted Police (RCMP) arrested two men suspected of being involved with robberies in the Bassano area. RCMP officers executed a search warrant on a property in the area after receiving reports of a vehicle possibly involved in local robberies. Police traced the vehicle to a residence and executed the search warrant. During the investigation, RCMP seized weapons, ammunition, controlled substances and an explosive device. One of the suspects faces several charges, which includes possession of an explosive substance. Charges are pending on the other man, who was released with a promise to appear in court.

On 27 October 2017, an improvised explosive device (IED) detonated alongside train tracks in southwestern Pakistan, which damaged tracks, a passing train and temporarily halted service in the area. The damaged train was traveling from Quetta to Lahore and six of its passengers were wounded in the attack. No group claimed responsibility for the attack. However, several extremist and separatist groups operate in the area to include Baluchistan separatists, the Taliban, al-Qaeda and the Islamic State of Iraq and al-Sham-Khorasan (ISIS-K). The area is strategically important, as it borders Iran and Afghanistan, and is the intended hub for oil and gas distribution from western China.

On 27 October 2017 at approximately 1315 hours local time, Russian police officers discovered an underground improvised explosive devices (IED) laboratory in a Balashikha apartment building. During the search the Federal Security Service (FSB) uncovered components to construct IEDs and explosive precursor chemicals. Investigators became suspicious of the apartment after a young man checked into a clinic with injuries consistent with the detonation of a small explosive device. During the operation, building number 7 residents of Rechnoy street were evacuated and law enforcement cordoned off the area. FSB, fire protection, and emergency medical personnel were on scene and are investigating the matter.

UPDATE Minnesota: Couple Arrested and Charged in Connection with Series of Pipe Bomb Explosions

On 25 October 2017, two people were charged in connection to an incident two days prior involving an emplaced explosive device discovered behind a fire station in Ramsey. The device was described as a pipe bomb placed in a flower pot, which was surrounded by a bag of paint. Attached to the device was an extension cord that was connected to a 12-volt car battery. The suspect who emplaced the device told police that, in addition to wanting to “send a message” to youths who partied in the woods, he also wanted to impress his girlfriend by recently detonating as many as six other devices in the area. These included a 7 October 2017 incident, which caused more than $1,000 worth of damage to a home under construction. A search of the couple’s home revealed a three-ring binder with bomb making instructions and a large amount of bomb making materials, including pipes, model rocket engines and wires. Other items found during the search included marijuana, methamphetamine and an improvised firearm. The pair face several charges, including explosive/incendiary device violations, and criminal damage of property. The couple were released on separate bonds and will appear in court for their next hearing on 21 November 2017.
