Georgia: School Attack Plot Results in Homemade Incendiary Device Discovered inside Teens Home

On 25 October 2017 Cherokee County Schools Police Department (CCSPD) officers notified the Cherokee County Sheriff’s Department (CCSD) following a tip regarding threats against a local high school. CCSD deputies search the homes of a juvenile suspect and discovered a journal with names of intended victims, which included a plot to be carried out with a fellow student. Deputies examined the residence of the second juvenile suspect and discovered an improvised incendiary device and an undetermined powder. The evidence was sent to the Georgia Bureau of Investigation (GBI) for further examination and to ascertain the chemical composition. Both suspects were charged with three counts of criminal attempt to commit murder, four counts of terroristic threats and acts, and criminal attempt to commit arson and possession and/or transportation of a destructive device/explosive with intent to kill, injure or destroy any public building. They are both being charged as adults in the case.

On 25 October 2017 at approximately 2200 hours local time, two people were killed and three injured in a Vehicle Borne Improvised Explosive Device (VBIED) attack in Kiev. Among the dead were two police officers. The injured included Verkhovna Rada of Ukraine (Peoples Front Party) Member of Parliament (MP), Igor Mosiychuk, and others. The police officers died while shielding Mosiychuk with their bodies and were a part of his protective detail. Musiychuk suffered non-life threatening injuries. The VBIED was attached to a motorcycle, consisted of approximately 400 to 600 grams of TNT, and was remotely detonated. Authorities believe the attack was an assassination attempt against Mosiychuk, as he exited a local TV station. One Ukrainian lawmaker attributed the attack to Russia. This is the fifth targeted bombing over the past year in Kiev. Police did not identify any suspects and no one claimed responsibility for the attack. Investigators are reviewing video from the TV station as part of the ongoing investigation.

On 26 October 2017 at approximately 0100 hours local time, an ATM explosion at a clothing store occurred in Darlington. Local residents reported feeling the explosion from nearly two miles away. Police stated that the explosion was not terror related and is attributable to thieves who attempted to break open the stand alone ATM using explosives. An investigation is ongoing.

UPDATE Virginia: Investigation into the Williamsburg IED Detonation

On 20 October 2017, one suspect was arrested in connection to a pipe bomb detonation at the College of William & Mary in Williamsburg on the previous day. The 19 October 2017 detonation resulted in no casualties and police were able to recover several pieces of the device, including end caps on a nearby roof, brown extension cord located near the blast seat, which was connected to nearby decorative lights attached to trees, and the main body of the device that landed approximately 75 yards away. The suspect had access to the timers, which controlled the lights, and were part of the initiating system. Court documents reveal that the male suspect came under investigation on 11 October 2017, when the Williamsburg Fire Department responded to reports of an odor reminiscent of sulfur and a haze outside the Colonial Williamsburg maintenance office. During that incident the suspect claimed that he discovered a note that read “I am sorry my device did not work last night –D.” Three days later, the same man reported a second note, which mentioned the word “Adramelech,” that he claimed only those he served with in Iraq would understand. Police determined that the man did serve on active duty between 2006 and 2007, but was not deployed to Iraq. Two days after the second note, the suspect was recorded at a sporting goods store purchasing three jars of smokeless powder with his credit card, which he later claimed was stolen, and that the purchases were fraudulent. Newport News Police Department (NNPD) officers executed a search of the suspect’s home in Gloucester where they discovered an end cap similar to those recovered at the scene of the blast. Also, located at the residence were six brown extension cords, a model rocket initiator, two paint cans with holes in the top and other additional bomb making material. Minnesota: Pipe Bombs Discovered on Cabin Property

On 24 October 2017 at approximately 1500 hours local time, a man arrived at the Finglas Garda station in Dublin with a suspected pipe bomb. The man located the pipe bomb somewhere near his house and brought it to the garda station for examination. The garda station was evacuated and a Defense Forces of Ireland (DFI) Explosive Ordnance Disposal (EOD) team arrived on scene to examine and render safe with the device. Initial reports suggested that the device was viable and included protruding wires. The EOD team rendered safe the device, removed it for exploitation and declared the scene safe at approximately 1700 hours local time. An investigation into the matter is ongoing.

Canada: Police Seize IEDs, Homemade Explosives and Weapons in Raid

The St. Paul Police Department (SPPD) Bomb Squad responded to the incident, conducted a search and upon discovery, rendered safe the device. Police subsequently executed a search warrant on a nearby home. Authorities arrested a male suspect for violating a state statute on explosive and incendiary devices. A female suspect was also arrested for possession of a controlled substance. The event is under investigation.
