On 23 October 2017 at approximately 0700 hours local time, a device believed to be a pipe bomb detonated inside of a pickup truck operated by a man in Taylor. The explosion blew out the vehicle’s windows, which was described as a truck used for construction. The driver was injured and transported to a nearby medical center and he is expected to survive. Following the explosive incident, police searched another vehicle, which belonged to the male victim’s girlfriend; although there is no indication that she is a suspect. The Houston County Sheriff’s Office (HCSO), Taylor Police, Dothan Police Department (DPD), and the Bureau of Alcohol Tobacco, Firearms, and Explosives (ATF) are investigating the incident.

On 20 October 2017, Mexican Federal Police/Policía Federal (PF) seized an Unmanned Aerial System (UAS) armed with a radio-controlled improvised explosive device (RCIED), following the arrest of four men during a “high-risk vehicle stop” in Guanajunto. In addition to the UAS, PF personnel also seized several firearms and ammunition. The drone was described as a quadcopter with a possible “papas bombas” explosive device, as the main charge and with a RC initiation system. The explosives were attached to the quadcopter by rope. The arrests occurred in a region contested by several cartels, including the Cártel Jalisco Nueva Generación (CJNG), Los Zetas and the Sinaloa Cartel. An investigation to determine the target of the drone attack is ongoing.

On 23 October 2017, Jessore Police officers arrested a member of the Bangladeshi-based terrorist group New Jama’at ul Mujahideen Bangladesh (New JMB). During the suspect’s arrest police discovered a large cache of Improvised Explosive Device (IED) components and other items. The cache included a large quantity of explosive gel, detonators, 57 circuits, 5 litres of acid, one pistol, three magazines, four bullets and three knives. Officials from the Special Branch of Police Headquarters stated that the materials would be enough to manufacture more than 50 improvised grenades. An investigation is ongoing.

On 20 October 2017, Federal Bureau of Investigation (FBI) agents arrested one suspect as part of an undercover operation targeting an alleged Islamic State of Iraq and ash-Sham (ISIS) sympathizer. Prior to his arrest, the suspect made pro-ISIS videos, which were brought to the attention of law enforcement. An FBI informant provided the suspect with a “sham bomb” and he attempted to detonate the device at the Dolphin Mall in Sweetwater, FL. Authorities stated that there is no indication of an official ISIS affiliation with the suspect and/or any direction from the terrorist group. The suspect was charged with attempting to detonate a Weapon of Mass Destruction (WMD) and will make his first appearance in federal court on Monday, 23 October 2017.

Upon arriving, technicians examined the device, which was described as a shotgun shell spring loaded to a mouse trap, secured with duct tape. No explosive hazards were located. However, the device was described as a harmful device by bomb squad technicians on-scene because the shell was live. Texas: Dallas PD Investigates Hoax Device outside Abortion Clinic

On 20 October 2017 at approximately 0800 hours local time, the Dallas Police Department (DPD) Bomb Squad responded to reports about a suspicious object outside a women’s clinic that performs abortions in Dallas. Witnesses described the object as a couple of feet tall, wrapped in black plastic, with a string around it to make it look like a doll. DPD Bomb Squad technicians determined the object to be a hoax device, containing no explosives. Police are not sure if the incident was related to a pro-life protest, which was occurring at the time of its discovery, or if the hoax was targeting the clinic. An investigation is ongoing.

Nigeria: Suicide Bombers Kill 13 People

On 22 October 2017 at approximately 2145 hours local time, three suicide bombers conducted an attack in Maiduguri. The attack resulted in 13 killed and 16 wounded. Initially, one bomber initiated her suicide belt outside a restaurant. That attack was immediately followed by two additional suicide attackers detonating their devices nearby. No group claimed responsibility for the attack. The bombings occurred hours after alleged citings of Boko Haram fighters outside the city, according to a local militia leader; leading to suspicions that Boko Haram is responsible for the attack.

Between 20 and 21 October 2017, three separate attacks targeted two mosques and an Afghan military academy. A total of 103 individuals were reported killed in the attacks, which were separately claimed by the Islamic State of Iraq and ash-Sham (ISIS) and the Taliban. The first attacks occurred on 20 October 2017; targeting a Shi’ite mosque in Kabul and a separate Sunni mosque in central Ghor Province. ISIS claimed responsibility for the bombing of the mosque in Kabul, which killed at least 55 people as worshipers gathered for prayers. The second mosque attack in Ghor province resulted in 33 people killed and 10 wounded, but no claim of responsibility was made. The provincial governor Atta Mohammad Noor believed that the attack targeted a local anti-Taliban leader from the Jamiat party. In a separate suicide attack, 15 military cadets were killed and four wounded at a military academy in Kabul.
