On 30 August 2021, at approximately 0415 hours local time, local authorities responded to the residence of a 46-year-old man in Vienna-Donaustadt after an IED, described as a pipe bomb, functioned, injuring the man. Upon arrival, authorities negotiated with the suspect, who eventually went into police custody voluntarily and was accompanied to a local hospital to treat his injuries. Upon further investigation, authorities discovered and seized several other IEDs, described as 30-cm-long [~12 in] pipe bombs and bomb-making material (BMM), including hydrogen peroxide, found in the home. The suspect was arrested and is being detained until his trial. The investigation is ongoing.

The TPD Bomb Squad responded to assist and safely secured and recovered four IEDs. No additional device details were released. There were no reported injuries or damage to property. TPD officers arrested a 64-year-old male suspect on charges of criminal use of explosives. The ATF assisted in the investigation.

On 30 August 2021, at approximately 1249 hours local time, Dover Police Department (DPD) officers responded to a traffic circle for a reported object on fire in the roadway. Upon observing the object after the Dover Fire Department extinguished it, DPD officers suspected it was a pipe bomb and contacted the Delaware State Police Explosive Ordnance Disposal Unit, which responded and rendered the device safe. The device had the appearance of an improvised incendiary device (IID) and was described as a pipe stuffed with rags and wrapped in clothing material. DPD investigators located a bottle of lighter fluid nearby. There were no reported injuries. The DPD is seeking the public’s help in the ongoing investigation.

On 26 August 2021, a suicide bomber detonated a person-borne IED (PBIED) near Hamid Karzai International Airport in Kabul, killing nearly 200 people and injuring many others, including children. The casualties included 13 U.S. service members—11 Marines, 1 sailor, and 1 soldier—who were killed in the explosion. Initial reporting stated that there were two explosions; however, authorities later determined the attack was carried out by a single individual near the hotel where many Afghan nationals congregated as their documents were being vetted while awaiting evacuation from Afghanistan. In addition to the explosion, there were reports of gunfire in the area. Authorities determined that ISIS-K (Khorasan) was responsible for the attack, and the group posted a claim of responsibility on its Telegram channel. As the evacuation continues, authorities have warned of the possibility of more attacks using rockets and vehicle-borne IEDs, and U.S. anti-missile defenses intercepted up to five rockets fired at the airport on the morning on 30 August. On 30 August 2021, local authorities responded to the city center of Aracatuba after 50 criminals planted several victim-operated IEDs (VOIEDs) equipped with infrared proximity sensors throughout the city to deter authorities from following them as part of an elaborate plan to rob several banks. Photos released of one device depicted a vertical metal rectangular device with a cell phone and what was described as an infrared proximity sensor taped to the outside. A cyclist was injured when one of the IEDs functioned, which also caused a power outage. During the robbery, criminals took hostages to use as human shields, forcing them to lie down on top of cars and to walk in front of their vehicles in the middle of the street. The streets were also blocked off with vehicles that had been set on fire. A drone was used by the robbers to monitor police movements. Two of the suspects were arrested, and at least two hostages and a suspect were killed during a police raid. The investigation is ongoing.

According to authorities, the suspect had undisclosed IEDs and the bomb-making material (BMM) for assembling a PBIED, including triacetone triperoxide packed in a green plastic bag, ammonium sulphate, detonators, a mobile phone, ball bearings, and several screwdrivers of different sizes. A second suspect evaded capture. According to an unidentified source, the suspects were trailed from Kampala, where authorities believe they intended to attack but changed course due to tighter security in the hope security would be less stringent in Pader. The suspect was handed over to counterterrorism specialists at the central police station for interrogation, and the investigation is ongoing.
