TRIPwire, 28 August 2017, 0730On 27 August 2017 at approximately 1615 local time, Sandy Police Department (SPD) members responded to a call regarding a possible pipe bomb in a man’s garage. The individual told SPD members that he found the device in a quarry and brought it home before alerting SPD. Portland, Oregon Police Department Bomb Squad members removed the device and rendered it safe in a remote location. The device was believed to be an altered illegal firework. An investigation is ongoing.

Over the past ten months, local bomb squad members and scientists identified three cases involving IEDs where the main explosive was TATP. Intelligence officers are examining links between local bomb-makers and black market arms trading networks where the explosive materials were possibly acquired. In a recent incident, an individual blew off his hand, as he caught a device while tossing one of the suspected IEDs in the air.

TRIPwire, 28 August 2017, 0830On 24 August 2017 at approximately 2015 local time, an explosion occurred between two vehicles located in a parking lot of the Ministry of Security of Buenos Aires. After controlling the fire, members of the Ministry of Security discovered two 5-liter (approximately 1.3-gallon) drums filled with an unknown flammable liquid, a container with undisclosed powder and a wick, as well as a rocket-type explosive component. On the same night, during a protest, a Molotov cocktail was thrown at an annex building of the Senate of Buenos Aires. Only minor damage occurred and firefighters quickly extinguished the fire. Investigations are ongoing.

TRIPwire, 28 August 2017, 0900On 25 August 2017, members of the Turkish National Police (TNP) discovered handmade explosive devices, which were believed to be emplaced by members of the Kurdistan Worker’s Party (PKK) and intended to target a Turkish member of parliament (MP). TNP members received intelligence reports that PKK members laid mines on the road on which the MP was scheduled to travel. Members of a bomb squad removed and rendered safe the explosive devices. An investigation is ongoing.

TRIPwire, 28 August 2017, 0930On 27 August 2017 at approximately 1900 local time, a suspected militant was killed in an explosion that occurred inside of a house in the city of Mymensingh. A spokesperson for the local police said the victim was not yet identified. The same official could not yet determine if the explosive device was intentionally detonated or if the explosion was an accident. Local officials cordoned off the area and a bomb squad from Dhaka responded. It is unknown if there are more explosive devices inside the house. A spokesperson for the Assistant Superintendent of Police stated that the victim’s family escaped with only minor injuries following the blast. An investigation is ongoing.

On 12 August 2017 at 1733 local time, an unidentified teenage male suspect threw an explosive device into a takeout restaurant on the 500 block of Washington Avenue in Philadelphia. The incident was captured on surveillance video and the device appeared to be a commercial firework mortar. The video footage depicted the ignition of a small booster charge followed by a larger pyrotechnic display. An investigation was initiated.

On 24 August 2017 on the 1600 block of 16th avenue, an intoxicated Longmont resident was mixing unknown chemicals in an apartment bathroom when an explosion occurred. The 54 year old male suspect, who described himself as a ‘hobby chemist,’ was transported to the hospital and received treatment for chemical burns. Members of the Boulder County Bomb Squad initiated an investigation into the incident.

Witness reports suggested that the device was thrown from a passing vehicle near government buildings and Independence Day celebrations. On 24 August 2017, Bahraini authorities arrested seven people associated with a terrorist cell whose leadership is believed to be in Iran. Authorities seized 127 kg (280 lbs) of explosives, which included 24kg (53 lbs) of C-4 and TATP. Weapons and ammunition, along with grenades and electric initiators, were also discovered at several residential addresses in four separate villages.

On 25 August 2017, media sources reported that authorities arrested five suspects in Bandung, West Java, in connection with a dirty bomb plot. Sources suggested that the suspects were using an Indonesian-language bomb instruction manual in an attempt to convert Thorium 232 into Uranium 233 for use in an improvised nuclear device, possibly a dirty bomb involving a mixture of Thorium and TATP. Analysts suggested that the suspects did not have the equipment or knowledge required to create a viable device and claimed the militants would likely have killed themselves in the process of manufacturing a dirty bomb.
