On 20 August, 2017, in the coastal village area of Arena Blanco, Zamboanga City, Philippine National Police seized 15 sacks of ammonium nitrate, 75 blasting caps, and an undisclosed amount of time fuse from the residence of a 25 year old local man, Pagal Aliasan. Aliasan admitted to selling explosives and components to local fisherman for use in blast fishing and denied any involvement with terrorist groups in Mindanao City. Blast fishing is a widely known technique amongst locals, but was banned by the government due to its damaging effects on coral reef and other maritime ecosystems.

On 20 August 2017, the Lebanese interior minister released more details on the unsuccessful 15 July 2017 attempt to bring an IED onto a flight from Sydney to Abu Dhabi. According to the minister, there were two devices that the suspects attempted to emplace onto the plane in the checked luggage, which failed to make it onboard the flight due to weight restrictions. The devices were reportedly concealed in a meat grinder and a child’s doll. Four brothers are believed to be involved in the attack: Amer Khayyat, the passenger on the flight who was apprehended in Lebanon; Khaled Khayyat and Mahmoud Khayyat, who were detained in Australia; and Tarek Khayyat, who Lebanese authorities identified as a member of ISIS living in Syria. Amer was initially reported as an unwitting transporter of the devices, but is now listed as a primary suspect suspect, intending to initiate the device twenty minutes into the flight.

On 17 August 2017 at 1230 local time, a small improvised explosive device was hurled toward a police vehicle traveling on the highway in Raymore. The small device detonated on the pavement with no injury to the officer and no damage to the patrol car. ATF investigators believed the device was similar to an M-80 or M-100 commercial firework, which consisted of 3-9g of explosives. Authorities initiated an investigation.

On 17 August 2017 at 1145 local time, officers from the Durant Police Department responded to a call of a disturbance at a residence in Durant. Neighbors reported that a man, who was recently released from prison, was abusing controlled substances. The suspect was arrested for outstanding warrants and public intoxication. During the course of the arrest, a possible pipe bomb was discovered in the suspect’s vehicle and removed by Oklahoma Highway Patrol (OHP) bomb squad technicians. The pipe bomb will undergo further investigation by the OHP bomb squad at a safe location.

On 16 August 2017 at 0230 local time, police officers discovered a pipe bomb in the center console of a vehicle during a traffic stop in Tacoma. Media sources reported that the device was “about three inches long and one inch in diameter, was capped at both ends and had a fuse sticking out of it”. When questioned, the suspect claimed he purchased the device at a garage sale and referred to it as a “nasty firework.” Authorities determined the pipe bomb contained black powder and was viable. Bomb technicians subsequently rendered safe the device.

Following the 17 August vehicle ramming attack in Barcelona that killed 13 people and wounded more than 100, a second car ramming event took place on 18 August 2017, in Cambils, 120 km (75 mi) southwest of Barcelona. The attack, which was carried out by five suspects, killed one civilian and wounded several people, including one police officer. The suspects exited their vehicle when it was disabled by police, attempted to further attack onlookers with knives, and were killed by police. They were wearing what resembled explosive belts, which police later determined to be hoax devices. Authorities believed the suspects to be linked to the Barcelona attack.

On the morning of 18 August 2017, a guard on duty at the Railway Mail Service (RMS) in Guwahati heard a ticking sound emanating from a parcel and contacted the Government Railway Police (GRP). Technicians from the GRP Bomb Squad responded and determined the package was a viable timed explosive device, which weighed approximately 8-10 kg (18-22 lbs) with an estimated potential blast radius of 100 meters (330 feet). Technicians removed the parcel to the outskirts of Guwahati and rendered safe the device. The GRP is investigating.

Commonly referred to as soda bottle bombs, the devices consisted of drain cleaner and aluminum foil in a soda bottle. The suspect admitted to manufacturing the devices after viewing videos on a social media website. Wayne County Sherriff’s deputies responded to the area following a noise complaint, after two of the three devices detonated. TRIPwire, 17 August 2017, 0730On 16 August, 2017, armed thieves stole six vehicles and took four hostages in Songkhla. One of the armed suspects attempted to drive a stolen truck though a checkpoint where police gave chase. The truck swerved off the road after police opened fire, which killed the suspect. A 15-kg (33-lb) gas cylinder filled with explosives and an unknown means of initiation was discovered in the vehicle, and was rendered safe by bomb disposal officers. A second stolen vehicle detonated outside a row of police residences on 17 August 2017, in Pattani, causing property damage, but with no injury. Five of the six stolen vehicles were located, but authorities are continuing to search for the sixth vehicle, which they assessed could be used in a future attack. A spokesperson for the local police claimed that the thieves were part of a new Muslim separatist group.
