On 12 December 2020, Washington State Patrol (WSP) officers conducting crowd control operations during protests at the Washington State Capitol Building and Campus responded to what was initially reported as an IED after an unknown individual lit and threw the device, which failed to function. WSP Bomb Squad technicians responded to assist and determined the device was a large commercial pyrotechnic device. Bomb squad technicians removed the device from the scene and rendered it safe at a separate location. According to investigators, the device could have caused significant injury if it had detonated. The investigation is ongoing.

On 26 September 2020, at approximately 2353 hours local time, Seattle Police Department (SPD) officers conducting crowd control operations downtown ordered a group to disperse after members of the crowd set several dumpsters on fire. During the operation, individuals threw pyrotechnic devices and other projectiles at SPD officers. No injuries were reported. Police arrested 10 suspects for failure to disperse, assault, and property damage. Authorities did not disclose whether any suspects were arrested in connection with the pyrotechnic devices.

On 23 September 2020, at approximately 2245 hours local time, officers from the Seattle Police Department (SPD), responding to protests outside the East Precinct on Capitol Hill, identified and attempted to arrest a protestor who threw a pyrotechnic device through an East Precinct gate, which detonated near bike officers. Protestors cut security cameras around the precinct, set fires, and threw unspecified explosive devices, pyrotechnics, and other objects at the responding officers throughout the evening. Thirteen demonstrators were arrested for property destruction, resisting arrest, failure to disperse, and assault of an officer. Multiple officers sustained injuries, although it is unclear if any were device related. The investigation is ongoing.

On 4 July 2019 at approximately 1800 hours local time, Clark County Fire and Rescue responded to reports of a pyrotechnics-related explosion and injury and found a 36-year-old male with severe injuries and burns. The explosion also damaged multiple vehicles and a garage. Authorities suspect the man was mixing ingredients for homemade pyrotechnics when the explosion occurred. Fire and Rescue found large quantities of oxidizers and fuels used in pyrotechnic production at the scene. Bomb Squad technicians responded and cleared all explosive materials. An investigation is ongoing, and the injured man may face charges for possessing large quantities of explosive material.

On 3 December 2020, personnel with the Snohomish County Sheriff’s Office, Washington State Patrol Bomb Squad, FBI, and ATF discovered large quantities of pyrotechnic devices and undisclosed explosive powder while searching an Everett residence. Authorities searched the home after discovering a 19-year-old male resident in the nearby woods carrying several explosive devices. At the home, bomb squad technicians determined the pyrotechnic devices and explosive powder were too unstable to safely transport and store, so technicians removed the items from the scene and rendered them safe via controlled detonation at the closest appropriate facility. Investigators believe the suspect was responsible for repeated explosions that occurred in the area in recent months. The investigation is ongoing.

On 26 July 2020, Seattle Police Department (SPD) Arson/Bomb Squad detectives impounded and searched an abandoned van near the SPD’s East Precinct after witnesses reported seeing people distributing commercial pyrotechnics, nails, improvised spike strips, bear and pepper spray, baseball bats, gas masks, and more from inside the vehicle during protests on 25 July. Some of the commercial pyrotechnics were taped together to increase their explosive power. According to authorities, officers at the protests first reported the van at approximately 1625 hours local time on 25 July. After the 25 July protests, the van was abandoned in the vicinity of the SPD East Precinct. Investigators examined the van and concluded it was safe to move and impound prior to executing the search warrant. No arrests have been made, and the investigation is ongoing.

On 28 November 2018, Cowlitz County Sheriff’s Office deputies responded to a break in at a commercial explosive storage facility and discovered that several thousand blasting caps had been stolen. On 1 December 2018, Cowlitz-Wahkiakum Narcotics Task Force and Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) authorities purchased some of the stolen explosives in an undercover operation and arrested two, 21-year-old suspects. A subsequent search of the suspects’ home uncovered additional explosives and homemade explosives (HME).

On 13 February 2018, Everett Police Department officers arrested an 18-year-old man suspected of planning a small arms attack, using an assault rifle, and explosives on his high school in Everett. The suspect was reported to police by his grandmother with whom he was living. The suspect reportedly wrote in a journal about a plan to make inert grenades functional using black powder and about his research into the construction of IEDs using pressure cookers. The journal also documented his plans for emplacement of explosives in the school to maximize casualties. Officers who searched the suspect’s room found two inert grenades, a semiautomatic rifle, and other evidence that linked the suspect with a robbery of a convenience store on 12 February 2018. Prosecutors stated that the robbery was intended to provide money to finance the school attack. The suspect was charged with attempted murder, assault on a police officer when he attempted to escape during his arrest, and robbery.

On 30 August 2021, Spokane Valley Fire Department crews responded to a cannabis dispensary in Spokane Valley after a 33-year-old man threw a rock through the window of the building, followed by two improvised incendiary devices (IIDs), described as Molotov cocktails with blue cloth face masks as wicks. One of the devices functioned against a wooden display case, charring the bottom of the case and leaving soot on the concrete floor before extinguishing itself. There was no other major damage reported. The suspect was identified using store surveillance footage. According to the suspect’s family, he is strongly opposed to face masks, and he is considered a suspect in a June 2021 arson in which similar face masks were set on fire around another area business. The suspect was arrested on 3 September 2021 at his apartment and charged with second-degree arson and possessing/manufacturing an incendiary.
