On 8 July 2020 at approximately 1415 hours local time, officers from the Spokane Police Department (SPD) responded to a call about a shooting in East Central Spokane. Officers found a victim at the scene with non-life-threatening injuries, as well as an IED and a firearm. Officers from the SPD Explosive Device Unit rendered the IED safe onsite. No suspects have been identified, and the investigation is ongoing.

On 18 January 2020, personnel from the Montesano Police Department, Washington Department of Fish and Wildlife, and Grays Harbor Sheriff’s Office responded after a suspect was caught burglarizing a home in Montesano. The suspect fled toward the Wynoochie River and was found by a K-9 unit in the river shortly thereafter. The suspect pointed a gun at the K-9 before being apprehended. Washington State Patrol bomb squad technicians responded to the scene after the sheriff’s office discovered a viable IED described as a pipe bomb in the suspect’s backpack. Bomb squad technicians conducted render safe procedures and saved the device components as evidence. The suspect is facing charges for possession of an explosive device, assault, and burglary.

The SPD’s Explosive Disposal Unit responded and performed render safe procedures. According to explosive disposal technicians, the pipe bomb was relatively small and could have harmed someone near the device if it had functioned, but it was not a threat to the hospital building or its occupants. Washington: Multiple IIDs Targeted Youth Jail Construction Site

On 22 May 2018 at approximately 0330 hours local time, an officer from the Seattle Police Department (SPD) extinguished multiple fires at a construction site for a juvenile detention facility in Seattle. According to detectives, the officer was working an overnight security shift at the site when he heard noises from inside the fence line at the site. While investigating the noises, he found multiple small fires along with what appeared to be shattered glass. Investigators believe that improvised incendiary devices (IIDs) were used in the arson attack and found four more bottles of the Molotov cocktail-type devices that failed to ignite. Seattle Fire Department also extinguished a small brush fire and found four additional IIDs that failed to ignite. No one was injured in the attack and there was only minor damage to the property. An investigation is ongoing.

On 31 August 2020, at approximately 2118 hours local time, Grays Harbor Sheriff’s Office, Hoquiam Police Department, Washington State Patrol, and Aberdeen Regional Crisis Unit (CRU) personnel responded to reports of gunshots at a Grays Harbor home during a domestic dispute. Two explosions occurred in the home during negotiations after an armed 56-year-old male barricaded himself and his wife in their home, which then caught fire. It is unclear if the blaze was ignited by the explosions, but as the fire spread, authorities heard several additional explosions from inside the house. Investigators learned that the man had explosive devices and bomb-making materials (BMM), including black powder, in the home. The investigation is ongoing.

On 30 November 2020, a group of individuals threw an improvised incendiary device (IID) and other projectiles into a marijuana dispensary in Seattle’s Capitol Hill neighborhood, damaging several windows. Authorities have not disclosed whether the incident was connected to civil unrest that occurred the same evening, when a group of people vandalized commercial buildings and smashed windows near the site of the IID attack. Seattle Police Department officers arrested four people in connection with the vandalism, but authorities did not report on any activity at the dispensary. According to the dispensary owner, protesters repeatedly targeted and vandalized the business throughout the summer and fall.

On 27 December 2018 at approximately 1600 hours local time, deputies from the Grant County Sheriff’s Office discovered an improvised explosive device (IED) and associated components during a routine traffic stop in Moses Lake. Washington State Patrol Bomb Squad technicians rendered safe the device, which they described as an improvised mortar. The 39-year-old male driver of the vehicle was arrested. The suspect told deputies that he had sufficient associated components to manufacture an IED with a diesel fuel and fertilizer main charge stolen from his former employer, a fertilizer manufacturing plant. The suspect allegedly visited his former employer more than 20 times and accessed the plant unchallenged. The suspect stole fertilizer and other minerals from his former employer. The suspect detailed multiple attack plans against the fertilizer manufacturing plant. He told investigators he considered firing his mortar at the plant from a distance in an attempt to initiate the volatile materials inside. In further discussions, he said he had considered attacking the plant with a vehicle-borne IED or mixing fertilizer available in the plant with diesel fuel on site. The suspect stated that he would have never followed through with his plans, but wanted to demonstrate the plant’s poor security practices.

According to a Bremerton Police Department (BPD) spokesperson, the device included black tape and an unidentified low explosive enhanced with rubber and fiberglass. The detonation occurred on 31 October and damaged a nearby vehicle. BPD previously arrested the suspect for throwing pyrotechnics at another person.

On 9 March 2019, the Pacific County Sheriff’s Office arrested a 24-year-old man after a tip led officers to discover an explosive device buried in the backyard of a private residence in Ocean Park. The woman who provided the tip described the suspect as an ex-boyfriend and shared electronic images of an apparent IED he had sent her. The images depicted various stages of construction, including gunpowder and fragmentation enhancements utilized in the device. The Washington State Patrol Explosives Unit identified the device as an apparent viable explosive and responded to the suspect’s home to assist the Sheriff’s Office. Upon detention of the suspect and execution of the search warrant, deputies discovered associated components but did not initially locate the device itself. After questioning, the suspect led deputies to the location where he buried the device. He stated that he had intended to detonate the device but buried it after his ex-girlfriend informed him that she had contacted police.
