Developed in partnership with the Federal Bureau of Investigation (FBI), the Security and Resiliency Guide (SRG C-IED) and annexes are designed to help stakeholders take proactive steps to enhance their security and resiliency for potential IED incidents by providing guidance and resources consistent with broader all-hazards preparedness and risk management principles.

On 22 January 2019, three adult male suspects and one 16-year-old male suspect were arrested by Greece Police and charged with six felony counts for possessing and intending to use IEDs and firearms to attack a Muslim community. Court documents released after the four suspects’ indictment provide further details of the attack plan. The 16-year-old suspect built the IEDs, and, according to the FBI, two of the three devices were capable of detonating and a third was near completion.

On 25 February 2019 at approximately 0400 hours local time, a man threw an improvised incendiary device into an occupied truck in Harlem, Manhattan. The individual in the vehicle awoke to see a man beside his vehicle with a flaming plastic container that he threw the open passenger-side window. The truck burned completely, but no one was injured in the attack. Police are investigating the incident and searching for suspects.
