Explosives Planning and Research Tool

The Explosives Planning and Research Tool is a robust, comprehensive information database for research performed on improvised, military, and commercial-grade explosives. Sponsored by the Department of Homeland Security Science and Technology, Explosives Threat Assessment, this database is to serve as both a planning and research tool for program managers, scientists, bomb technicians, and other professionals within the explosives community to identify gaps and utilize research to combat current and emerging threats. With reports dating back to 2005, ExPRT brings together research completed by the Department of Energy National Laboratories, the Federal Bureau of Investigation, academic institutions, and strategic and international research partners.

ETA’s Mission: To deliver relevant, cutting-edge explosive research products that support explosive detection innovation (capabilities & systems) and threat assessment tools by engaging with DHS components, the Homeland Security Enterprise (HSE), international partners, and strategic stakeholders, strengthening the protection of the transportation sector and the communities in which we work and live.

ETA’s Vision: To be the premier, leading explosives research (military grade, commercial, and homemade explosives) clearinghouse for DHS, HSE, Strategic and International Partners by leveraging actionable intelligence to drive and inform research activities and shift from a reactive to proactive posture to help prevent terrorist and criminal explosive attacks on the Homeland.

Reports and Topics

ExPRT is a resource for a variety of data and reports that cover a wide range of RDT&E topics related to explosives and their effects. Specific topic areas include information on: explosives performance characterization and testing, material synthesis, safety testing and handling protocols, Thermochemistry, standards development, signature characterization and other topics of interest to the Explosives community

Partners and Collaboration

  • Data and reports have been collected from various laboratories that have partnered and collaborated with DHS S&T since the early 2000s. A sample list is provided below (not inclusive of all partners/stakeholders):
    • Federal Bureau of Investigation (FBI)
    • Los Alamos National Lab (LANL)
    • Lawrence Livermore National Lab (LLNL)
    • Naval Surface Warfare Center- Indian Head (IHNSWC)
    • Pacific Northwest National Lab (PNNL)
    • Tyndall Reactive Materials Group (TRMG)
    • Transportation Security Lab (TSL)
  • These partnerships provide opportunities to collect data and perform scientific research and RDT&E tasks on explosives and adjacent topics of interest. Each lab has unique capabilities and the expertise required to perform this valuable work.
  • A large volume of data and reports have been submitted by DHS S&T partners, and the purpose of this site is to become the primary clearinghouse for accessible science, research and RDT&E information in the field of explosives. If interested in further collaboration and access to the S&T Portal, please submit a formal request for an account through the TRIPWire website, and/or contact any of the POCs listed on the Contact Us page.

Features and Capabilities

  • The S&T Information Exchange page allows users to search for data and reports by title, author, lab, classification, and/or subject.
  • Authenticated users will have the ability to upload reports to increase the breadth of scientific research and RDT&E data that can be found in ExPRT.
  • As the database is further developed, new capabilities will be available for users (see pages Coming Soon).
