The Guide is designed to help stakeholders take proactive steps to enhance their security and resilience for a range of threats, including IED incidents, by providing guidance and resources consistent with broader all-hazards preparedness and risk management principles. It seeks to raise awareness of wide range of free capabilities available to support risk mitigation and to provide information on how those capabilities that can be incorporated into the security practices of organizations of all sizes.
