California: IEDs, HME, Pyrotechnics, EPCs Discovered in Shooting Suspect’s Home, 1 Arrested

On 25 April 2024, Kings County Sheriff’s Office (KCSO) deputies arrested a 25-year-old Lemoore man in connection with a shooting on 19 April. KCSO deputies searched the suspect’s home and discovered explosive precursor chemicals (EPCs), completed homemade explosive material (HME), IEDs, and pyrotechnics. Kings County Fire Department and California Fire Marshal’s Office personnel were called in for assistance. Police believe the suspect had been removing explosive material from illegally acquired commercial manufactured pyrotechnics to construct IEDs and aerial pyrotechnics.

Oregon: IID Thrown at Trailer Home, 1 Arrested

On 18 April 2024, at approximately 0615 hours local time, Portland Fire & Rescue responded to a fire in a trailer home at Southeast 162nd Avenue and Southeast Division Street. Fire crews extinguished the blaze, and no injuries were reported. At approximately 2130 hours, Portland Police Department (PPD) officers were called about suspicious activity at the same intersection, where a neighbor discovered a shopping cart containing improvised incendiary devices (IID), described as Molotov cocktails made from glass bottles, a “greenish” liquid inside, and denim cloth coming out of the tip.

Idaho: IED Discovered Along Highway

On 21 April 2024, a pipe bomb was discovered at one of the turnouts alongside Idaho Highway 55 and taken to the Horseshoe Bend city hall. Boise County Sheriff’s Office deputies and Boise Police Department officers responded to assist. Based on media photos, bomb technicians examined the device using a robot. No further information was provided.

Utah: Dynamite Discovered in Residence

On 23 April 2024, at approximately 0000 hours local time, Unified Fire Authority (UFA) crews responded to a home in Holladay, Salt Lake County, after a large amount of explosive material was found. Hazardous materials teams and bomb squad technicians from the UFA responded to the scene, along with the Utah Department of Health, EPA, Salt Lake Valley Emergency Communications Center, and Unified Police Department of Greater Salt Lake and Holladay City.

United Kingdom: Explosive Device Discovered in Apartment, 2 Arrested

On 19 April 2024, at approximately 1425 hours local time, Merseyside Police officers conducted a raid that was part of Operation Toxic, an initiative to tackle drug dealing and child criminal exploitation, and discovered an explosive device following an apartment search in Merseyside, Liverpool, England. Local Army Explosive Ordnance Disposal technicians responded to assist and removed the device before disposing of it via a controlled detonation. No further device details were provided.

Colombia: VBIED Functioned in Gang-Related Attack

On 23 April 2024, a vehicle-borne IED (VBIED), described as a motorcycle loaded with explosives, was functioned in an urban area of El Plateado in Cauca. No injuries were reported; however, nearby residences were damaged by the explosion. No additional details regarding the VBIED were released. Authorities believe the incident is the latest act of violence between the Colombian government Public Forces and the Central General Staff (EMC), a dissident group formerly associated with Revolutionary Armed Forces of Colombia (FARC) guerrillas.

Azerbaijan: Cache of Explosives Discovered in Farm Building

On 19 April 2024, Azerbaijan National Agency for Mine Action (ANAMA) personnel discovered a cache at a residence in Khojavand. The cache is reported to have contained several IEDs, a large number of explosive charges, and both electric and non-electric detonators. A photo released depicts 3 IEDs using grenade bodies with an electrical detonator, 9 grenade fuses, and 12 explosive charges. ANAMA personnel rendered the explosive cache safe. No further information was released.

New York: IEDs Functioned on Porch

On 17 April 2024, at approximately 0130 hours local time, Gloversville Police Department officers responded to a residence on Helwig Street for reports of two explosions. Police found evidence that IEDs had functioned at the scene, causing two separate explosions. The explosions damaged the front window and porch of the house but did not injure the house’s occupants, who were sleeping when the blasts occurred. The Fulton County District Attorney’s Office, New York State Police, Fulton County Sheriff’s Office, Johnstown Police Department, ATF, and FBI are assisting with the investigation.

New York: Pyrotechnic Thrown into Vehicle

On 11 April 2024, at approximately 1330 hours local time, Syracuse police responded to the 200 block of Englewood Avenue after an explosion was reported. Officers determined that pyrotechnics were thrown into a vehicle and functioned. No injuries were reported, and the investigation is ongoing.

Missouri: IED Discovered in Vehicle, 1 Arrested

On 9 April 2024, a Saline County Sheriff’s Office deputy was dispatched to a truck stop in Sweet Springs after receiving reports of an individual impersonating law enforcement and soliciting money. A 42-year-old male suspect was detained at the scene and identified as holding an outstanding warrant for stalking charges in Colorado. Upon searching the suspect’s vehicle, authorities discovered an IED described as resembling a pipe bomb, a loaded firearm, various blades, and methamphetamine. The Missouri State Highway Patrol responded to assist. No further details were released.
