Virginia: Police Department Headquarters Attacked with IID

On 18 July 2019, a male suspect threw an improvised incendiary device (IID) at the Richmond Police Department (RPD) headquarters, igniting a small fire that was quickly extinguished. Authorities described the device as a small water bottle containing flammable liquid. No injuries were reported, and the property sustained no damage. Officers arrested the suspect at the scene, and charges are pending.

Nepal: 1 Killed, 4 Injured in Hotel Explosion

On 18 July 2019 at approximately 1845 hours local time, an IED detonated at a local hotel in Dhangadhi Sub-Metropolitan City, killing one person and injuring four others. Local police believe the explosion was caused by someone at the hotel and suspect the IED was concealed in a lunchbox. The Communist Party of Nepal claimed responsibility for the explosion, saying the individual killed was a party member who was carrying the IED for self-defense. The investigation is ongoing.

Egypt: 2 Killed in PBIED Attack

On 18 July 2019, a person-borne IED (PBIED) detonated at a car park in Sheikh Zuweid as the perpetrator was attempting to attack a nearby security checkpoint. Security forces killed the attacker before he could reach the checkpoint but were unable to prevent the detonation, which killed one civilian and one member of the security forces. ISIS claimed responsibility for the attack following four beheadings in the same town on 17 July. The investigation is ongoing.

California: UAS Strapped with Fireworks Lands on Building

On 17 July 2019 at approximately 1030 hours local time, the Los Angeles Police Department (LAPD) responded to reports of an unidentified unmanned aircraft system (UAS) landing on the roof of a building downtown. Upon examination, authorities determined the UAS was affixed with fireworks, and the LAPD Bomb Squad was dispatched to the scene. The UAS was removed without incident. The owner/operator of the UAS is unknown at this time, and the investigation is ongoing.

Nebraska: Explosive Device Discovered in Alley

On 17 July 2019 at approximately 1945 hours local time, the Lincoln Police Department and Lincoln Fire and Rescue were responding to an incident when an officer discovered an unidentified explosive device in an alley. Lincoln Fire and Rescue deployed a robot to render safe the explosive device. An investigation into the incident is ongoing.
