Explosives are being made from common household items easily available in your community from local retailers. The use of homemade explosives is on the rise worldwide, as evidenced by recent highprofile and mitigation opportunities incidents occurring abroad and in the United States.
The Nationwide Suspicious Activity Reporting (SAR) Initiative (NSI) initiated operations in March 2010 with the challenge of ensuring that regardless of where in the country suspicious activity is reported, these potential indicators of terrorist activity can be shared, analyzed, and compared with other information nationwide.

Virtual Instructor-Led Training (VILT) courses provide general counter-improvised explosive device (C-IED) information to a broad audience via online training with a live instructor using the Homeland Security Information Network (HSIN) Adobe Connect platform. Perfect for participants with time availability constraints, most classes are approximately one hour in length. These courses are accredited by the International Association for Continuing Education and Training (IACET) and participants receive certificates with contact hours. All courses are provided free of charge.
The Empowered Trainer Initiative (ETI) is a Train-the-Trainer (TtT) program managed by the Cybersecurity and Infrastructure Security Agency (CISA)'s Office for Bombing Prevention (OBP), designed to build the counter-improvised explosive device (C-IED) training capabilities of public and private stakeholders by providing trainers with the essential knowledge and support required to effectively deliver OBP's counter-IED and risk mitigation training in their local jurisdictions and/or their individual organizations using accredited curriculum and learning management systems.
The "What to Do" training video series (TVS) communicates IED threats, explains counter-IED concepts, and demonstrates bombing prevention procedures by showing the audiences how to react to a bombing attack and deal with a variety of explosive threats such as bomb threats and suspicious items. Sometimes referred to as "how-to" videos, these training videos are designed to improve individual skills to identify indicators of an IED attack, threat conditions, and mitigation measures.
The Bomb-Making Materials Awareness: Your Role course uses an immersive, graphic novel style storytelling approach to educate and empower community members on how to identify and report suspicious activity and purchasing behaviors related to bomb-making materials.
